The Director of the Department for Budget, Finance, and Infrastructure

- Serves as the Chief Financial Officer (CFO) and signs all financial documentation in accordance with legal procedures.
- Organizes, leads, and supervises the work and staff of the department.
- Is responsible for submitting the annual financial-budgetary statements in the capacity of Chief Financial Officer.
- Is responsible for monitoring the execution of all obligations according to invoices and prepared documents, submitting them within the legal deadline to the payment system – the Treasury.
- Implements the university’s general budgetary policies, in accordance with the Law on Public Finance Management, regulations, guidelines, and relevant decisions.
- Serves as the primary contact point of the university regarding the budget and finances in relation to the MFPT, the Treasury, and other relevant institutions.
- Has the authority to co-sign the university’s proposed budget, including that of departments and academic units within the university.
- Oversees the legality of budget expenditures, as well as the annual planning within the university.
- Organizes and takes measures to preserve financial documentation through the archive and ensures evidence for any potential disputes in this field.
- Prepares various reports on the university’s budget. Reports to the Governing Council, advises the Secretary General and the university management on financial and budgetary matters, and keeps them informed about the work of the department.
- Conducts infrastructure planning of university premises, together with the infrastructure division.
- Represents the university in relevant institutions for obtaining permits for construction or renovation of university facilities, together with the infrastructure division.
- Plans the university’s budget based on requests from the relevant units, in accordance with the applicable legal acts.
- Is accountable to the Secretary General for their work.
